Summary: This article reflects on the current direction of Local Development Agency (LDA) activities. It analyzes the current model of local development, the characteristics and LDA running needs, and then examines the central hypothesis - does the work of local employment staff respond to preset parameters of a public service or does it take it closer to being an activity under the evident guidance of private enterprise? We conclude with a series of final reflections on the impact of the current divergence of Local Government and LDA performance criteria.
