The aim here is to research certain ideas-forces concerning how we can advance in terms of democratic governability through the institutional strengthening of the public function. In order to do so, the first step consists of investigating what problems of governability can be resolved through the institutionalised public function which in the west is becoming increasingly known as the «Merit System». Today the Merit System in its traditional form as a public bureaucratic function finds itself the subject of serious and partly justified doctrinal and political criticism. Nonetheless, if we do not know precisely what social problems the bureaucratic merit system resolved, we run the risk of introducing reforms which are intentionally modernising but which end up effectively deteriorating our governability and institutional fabric. The priority is therefore to study the fundaments, the public and judicial assets embodied by the merit system. Once this task has been undertaken, we can then take stock of the challenges currently faced by the traditional public bureaucratic function and the responses and solutions which have been put forward by the new international movement for administrative modernisation which began as a result of the crisis which has been seen in all advanced democracies from the mid-1970s onwards.

Para iso, o primeiro paso consiste en investigarmos que problemas de gobernabilidade veu resolver a función pública institucionalizada no que en Occidente se coñece cada vez máis como «Sistema de Mérito». A día de hoxe, o sistema de mérito, na súa forma tradicional de función pública burocrática, atópase sometido a unha seria e en parte fundada contestación doutrinal e política. Pero se non sabemos con precisión que problemas de convivencia social resolvía o sistema burocrático de mérito, corremos o risco de introducirmos reformas intencionadamente modernizadoras pero que acaben por deteriorar efectivamente a nosa gobernabilidade e tecido institucional. O primeiro, pois, será estudar os fundamentos ou bens públicos e xurídicos encarnados no sistema de mérito. Unha vez desenvolvida esta tarefa, poderemos pasar a inventariar os desafíos que hoxe se lle formulan á función pública burocrática tradicional e as respostas ou solucións que se foron avanzando polo novo movemento internacional de modernización administrativa iniciado a partir da crise observable en todas as democracias avanzadas desde mediados da década de 1970.Aquí se pretende indagar algunas ideas-fuerza sobre cómo podemos avanzar en la gobernabilidad democrática a través del fortalecimiento institucional de la función pública. Para ello, el primer paso consiste en investigar qué problemas de gobernabilidad ha venido resolviendo la función pública institucionalizada en lo que en Occidente se conoce cada vez más como «Sistema de Mérito». Hoy día, el sistema de mérito, en su forma tradicional de función pública burocrática, se encuentra sometido a una seria y en parte fundada contestación doctrinal y política. Pero si no sabemos con precisión qué problemas de convivencia social resolvía el sistema burocrático de mérito, corremos el riesgo de introducir reformas intencionadamente modernizadoras pero que acaben deteriorando efectivamente nuestra gobernabilidad y tejido institucional. Lo primero, pues, será estudiar los fundamentos o bienes públicos y jurídicos encarnados en el sistema de mérito.
