The first Declaration of these characteristics was made in Cádiz in 2018 within the framework of the III International Congress of Transparency.La Declaración de Málaga supone una llamada de atención sobre la necesidad de continuar los avances en materia de transparencia y denunciar las barreras que existentes y nuevas que impiden la labor de los órganos de garantía. La Declaración ha sido formulada conjuntamente por los Consejos y Comisionados de Transparencia españoles y cuenta con la adhesión de 33 entidades de la sociedad civil.
