From a strictly legal perspective, the municipalities have acted under two legal orders: the ordinary municipal law, applied at the pre-alarm phase and to be applicable again at the end of the deescalation process; and the alarm law. A COVID-19 propiciou moi diversas actividades municipais, executivas, complementarias e adicionais respecto da actuación do Estado e de cada comunidade autónoma. Aquela actividade municipal foi diversa, en tres etapas diferenciables: prealarma, estado de alarma e desescalada. Desde a perspectiva estritamente xurídica, os concellos actuaron baixo dúas ordes xurídicas: o réxime local ordinario, presente na prealarma e presumiblemente nalgunha parte da desescalada; e o réxime de alarma.La COVID-19 ha propiciado muy diversas actividades municipales, ejecutivas, complementarias y adicionales respecto de la actuación del Estado y de cada Comunidad Autónoma. Aquella actividad municipal han sido diversa, en tres etapas diferenciables: pre-alarma; estado de alarma; y desescalada.
