Este artigo aborda os efeitos da votação preferencial no sistema partidário colombiano à luz das eleições para o Senado da República entre 2006 e 2018. Especificamente, questiona sobre incentivos institucionais para atores políticos em relação à reputação partidária ou pessoal e seus reais efeitos sobre o comportamento eleitoral dos partidos políticos. Teoricamente e metodologicamente, baseia-se no paradigma pós-positivista, com uma abordagem neo-institucional baseada na escolha racional e uma metodologia mista, que combina instrumentos e técnicas qualitativas com indicadores quantitativos. A estrutura de incentivos do sistema eleitoral colombiano é identificada a partir dos regulamentos legais utilizados para analisar o comportamento dos atores políticos em relação a tais incentivos. Este exercício baseia-se na necessidade de realizar um estudo sistemático dos efeitos da Reforma Política de 2003, especialmente um de seus instrumentos com maior influência nas decisões políticas para maximizar benefícios e reduzir custos: o voto preferencial.

Teórica y metodológicamente se parte del paradigma post-positivista, de un enfoque neoinstitucional desde la elección racional y de una metodología mixta, que combina instrumentos y técnicas cualitativas con indicadores cuantitativos. Se identifica la estructura de incentivos del sistema electoral colombiano a partir de las normatividades legales utilizadas y se utilizan indicadores cuantitativos para analizar el comportamiento de los actores políticos en relación con dichos incentivos. Este ejercicio se fundamenta en la necesidad de realizar un estudio sistemático y prolongado en el tiempo de los efectos de la Reforma Política del 2003, especialmente de uno de sus instrumentos con mayor influencia en las decisiones políticas de maximización de beneficios y disminución de costos: el voto preferente.This article addresses the effects of preferential voting in the Colombian political party system considering the elections to the Senate of the Republic between 2006 and 2018. Specifically, it asks about institutional incentives for political actors in relation to partisan reputation or personal and its real effects on the electoral behavior of political parties. Theoretically and methodologically, it is based on the post-positivist paradigm, with a neo-institutional approach based on rational choice and a mixed methodology, which combines qualitative instruments and techniques with quantitative indicators. The incentive structure of the Colombian electoral system is identified from the legal regulations used to analyze the behavior of political actors in relation to said incentives.
