The different approaches and international standards force the following question: Is it possible to define, formalize and generate a single regulatory framework? The objective of the bibliographic review is to characterize a construct of quality in health and to demonstrate the health advances in the world to account for some normative models that guide health policies in different countries. This is complemented by more than 10 hospital pre-investment studies prepared in Chile (between 2000 and 2010). It is concluded that quality is a multivariate concept in constant evolution and mobility, that its measurement depends on the area of work and who measures it, and that the analyzes of the quality models reflect that there is no consensus in this regard and, therefore, care must be taken when approaching the regulatory frameworks.Este artículo es una propuesta de reflexión sobre el concepto de calidad en salud en el contexto internacional y sus intentos por normar un constructo y definir un modelo, evidenciando que la calidad no se incorpora adecuadamente en los desarrollos legislativos. Los diversos enfoques y los estándares internacionales obligan a preguntarnos ¿Es posible definir, formalizar y generar un marco normativo único? La revisión bibliográfica tiene como objetivo caracterizar un constructo de calidad en salud y evidenciar los avances sanitarios en el mundo para dar cuenta de algunos modelos normativos orientadores de las políticas sanitarias en diversos países. Esta se complementa con más de 10 estudios de pre-inversión hospitalaria elaborados en Chile (entre el 2000 y el 2010). Se concluye que la calidad es un concepto multivariante, en constante evolución y movilidad. Su medición depende del área de trabajo y de quien mide.
