Such investigation includes the diagnosis of the animal abuse situation, the analysis of comparative law on animal abuse, the analysis of bills presented to the Congress of the Republic of jurisprudence related with animal protection, the frame of animal abuse behaviors and their classification in the Penal Code of Colombia and the development of a strategy for a more effective policy for the prevention of animal abuse in the city of Medellin. This work is not one more option; it is an obvious need, as it becomes a tool to contribute to the development of new analysis and research on the phenomenon of animal abuse and the fight for its eradication.El presente ensayo corresponde a la síntesis de la Monografía de Grado denominada: Legislación especial de protección y penalización del maltrato animal en Colombia, que fue culminada en el segundo semestre de 2013. Dicha investigación comprende el diagnóstico de la situación del maltrato animal, análisis de derecho comparado en materia de maltrato animal, análisis de los proyectos de ley presentados ante el Congreso de la República, de las jurisprudencias en materia de protección animal, el encuadre de las conductas de maltrato animal y su tipificación en el Código Penal Colombiano y el desarrollo de una estrategia para una política más eficaz que propicie la prevención de maltrato animal en la ciudad de Medellín.
