To analyze whether international and regional policies relating to the implementation of technology, computer science and communications technology (ICT) exposed at the World Summit in the Information Society, Geneva 2003 and Tunis 2005, have served to support States to infuse a global system and more efficient communication among the different economic and social sectors that influence a sustainable economy. Also, to observe, at a regional level, if the Action Plans of the Information Society in Latin America and the Caribbean, eLAC 2007 and eLAC 2010, have influenced the National Development Plans and Sectorial Development Plans of the Judicial Branch of Colombia. These incidences of international strategic planning will lead to reform and consolidate a comprehensive policy for the Information Society, based on structural changes, for various sectors (e.g., health, governance, education, and especially the justice sector). This is why all the writing is integrated into the external view, in the systematic and gradual changes under government initiatives, which have shaped the goals and strategies for building the Information Society. The main object of this analysis is restricted to civil justice. The transition to new virtual models of justice will be revealed, which changed the traditional paradigms of the Justice Administration, and this will be reflected in a rapprochement between the citizen and the State.

Así como también a nivel regional, observar si los planes de acción de la Sociedad de la Información en América Latina y el Caribe, eLAC 2007 y eLAC 2010, han influido en los planes nacionales de Desarrollo y el Plan Estatutario de Desarrollo de la Justicia Colombiana. Estas incidencias de planificación estratégica internacional conllevarán la reforma y consolidación de una política integral en la Sociedad de la Información, basada en cambios estructurales, para diversos sectores (por ejemplo, la salud, la gestión pública, la educación y, en especial, el sector de la justicia). Es por ello que todo el escrito se integra en la visión externa y en los cambios sistemáticos y graduales previstos en las iniciativas gubernamentales en que se han plasmado las metas y estrategias para la construcción de la Sociedad de la Información. El objeto principal de análisis se circunscribe a la justicia civil.
