However, this diversity of actors have led problems of coordination, communication, lacking political permanence in time and shortage of recourses, which together with the fact those institutions do not always fulfill their functions properly, and that there are not a real leadership on the issue. These facts have prevented the E-government reaches the desired developments levels. This document discusses and develops these elements.El Gobierno Digital se refiere al uso de las Tecnologías para facilitar la interacción entre el Estado y la ciudadanía. Costa Rica ha ratificado importantes instrumentos internacionales sobre el tema y ha designado esta función a distintos actores dentro de la estructura de la administración pública.
