Summary: The current democratic process is characterized, among other things, by the enjoyment of deliberative spaces through which different social actors present their arguments in order to enforce the regulatory and ethical premises enshrined in Colombia’s Bill of Rights. However, the existence of traditional educational processes and the lack of adequate communication about the premises enshrined in the Constitutions have led not only to an incorrect understanding of fundamental rights and mechanisms that protect the democratic process, but have also led to weak arguments demanding normative and sociological effectiveness of the democratic process. For this reason, the use of the TICs in education, especially those aimed at civic education, have the possibility of distributing en masse democratic knowledge and generating deliberative democratic spaces that allow citizens to develop appropriate skills for deliberative processes. Thus, the arguments put forth by participants are strengthened and as a result democratic principles would be effective.
