The aim is to analyze the viability of these reforms and how they contributed to the construction of the Uruguayan nation-state and democratic quality.O artigo descreve, no contexto da profunda transformação social, cultural e política experimentada pela República Oriental do Uruguai nas primeiras três décadas do século XX, a gênese, o debate político a extensão do direito ao sufrágio, a Convenção Constitucional de 1917-1918, o complexo consenso alcançado para sancionar a Constituição de 1918, e, finalmente, a experiência do Poder Executivo de duas cabeças, com um Presidente e um Conselho Nacional de Administração, modelo implementado após a reforma constitucional de 1917-18 e em vigor entre 1919 e 1933. O objetivo é analisar a viabilidade dessas reformas e como elas contribuíram para a construção do estado-nação uruguaio e a qualidade democrática.El artículo describe, en el contexto de profunda transformación social, cultural, y política experimentado por la República Oriental del Uruguay en las tres primeras décadas del siglo XX, la génesis, debate político, la ampliación del derecho al sufragio, la Convención Constituyente de 1917-1918, el complejo consenso alcanzado para sancionar la Constitución de 1918, y finalmente la experiencia de poder ejecutivo bicéfalo, con un Presidente y un Consejo Nacional de Administración, modelo implantado a partir la reforma constitucional de 1917-18 y vigente entre 1919 y 1933.
