Summary: The Declaration of Human Rights establishes the prohibition of discrimination based on ethnicity, race, religion or culture. Minorities are at a political disadvantage when they are unable to access positions of power. Democratic development has allowed legal and constitutional reforms to ensure the representation of ethnic minorities in congress through the allocation of seats. In Latin America, there are countries that set aside seats for these minorities. This paper will compare Colombia, Venezuela and Bolivia in the management of minority representation. The article also includes the study of other countries with considerable ethnic population and whether they allow minority representation
