The special public procurement resource is
configured as an instrument of community origin that
enables effective control over the Administration in this
capital sector, which is public procurement. We proceed
in this work to analyze the phases that make up the
process for its implementation and resolution,
impregnated with protection of the rights of bidders and
prevention of the general principles of contracting.
Phases from the adoption of precautionary measures
and the effect of the suspension to the analysis of the
terms and acts subject to the appeal; In addition, a
study is presented of the place of presentation, the
effects of the filing, the content of the resource and,
where appropriate, its possible correction or
inadmission. Phases that seek the speed and
effectiveness of this mechanism that makes effective
the principle of legal certainty, the confidence of
bidders and the reduction of litigation at the
headquarters of the contentious-administrative
