Summary: The Spanish University needs to be provided a new legal framework. The 2001 (LOU) and 2007 (LOMLOU) laws that have been overpassed in the last years so society demands newer instruments of governance, transparency and effectiveness.This paper is lead to analyze the social responsibility of public universities taking into consideration the legal framework implemented in other Administrations as the Italian universities, as well as the development of a Code Ethic of Conduct and the creation of a Commission on Social Responsibility and Ethic framed in the Social Responsibility and governance policies of any University.
