Summary: Manuel Pardo y Lavalle was the first Constitutional President of Peru that didn’t come from the ranks of the army. Not only he was the founder of the first Peruvian political party, the Civil Party, but he also was an ideologist with a vision of the country, which he aspired to concretize in the Government. In recent years the significance of Pardo’s ideology in Peruvian political history has been widely analyzed, but the legal vision that was part of the project of the founder of the civilismohas not been examined in detail. We seek with this paper, to offer an approximation to this facet.
