Summary: This paper contains a series of critical reflections on the jurisprudential interpretation of the effects of formal vices in the approval of regulatory norms. These reflections are based on the content of the four papers published in this same issue of the Public Administration magazine. Along with the study of the theory of nullities applied to the procedure of elaboration of rules, a series of proposals are included to promote a jurisprudential change and a legislative reform with the main purpose of avoiding the serious practical consequences that the current jurisprudence is causing in the Treatment of this issue.
