The European Directives have made a change in the behavior prism journal of the Spanish government. The constant social digitalization and the commitment to effectiveness and efficiency in public procurement procedures have made the use of electronic media the essential instrument that governs administrative procedures.
After an analysis of the European directives on public procurement and, most particularly, by electronic means, they are put on the table flickering lights and dark shadows on the implementation of egovernment. It is therefore time to walk the path of digitization, going into this uncertain area, but not before solving the serious challenges that e-procurement from end to end and still raises questions which have an intricate response. |
