After analyzing this construction, I study how it impacted on the lives of the inhabitants of the city who went through situations of poverty and housing issues. The epistemological paradigm that underpins my work is interpretative. The methodology is predominantly qualitative and inductive and the corpus is studied using the Method of convergent linguistic approaches for discourse analysis in critical perspective.En este trabajo, se estudia cómo, durante la primera década de autonomía de la Ciudad de Buenos Aires, los discursos del Gobierno de la Ciudad construyeron simbólicamente la relación entre los sujetos en situación de pobreza y su posibilidad de acceder a espacios habitacionales dignos. Luego de analizar esa construcción, se estudiará el modo en que ésta impactó sobre la vida de los habitantes de la ciudad que atravesaban situaciones de pobreza y problemáticas habitacionales. El paradigma epistemológico en el que se sustenta este trabajo es el interpretativista.
