In this paper we make an assessment of the employment promotion measures set out essentially in DR-Law 8/2019, but with reference to those also referred to in DR-L 28/2018. The approach of our study is intended to analyse such actions within the framework of the various employment instruments and plans in our country and on the basis of Community recommendations on this issue. The conclusion we come to draw could be summed up in the phrase “a lot of noise and few nuts”, since a more coherent and profound action is lacking, avoiding the effectism and common places that have highlighted the errors and inadequacies in such a matter need a novel, multi-factor regulatory gamble.Tras la no aprobación de la Ley de Presupuestos Generales del Estado para 2019 hemos asistido a una continua actuación normativa en forma de “goteo” por parte del Ejecutivo que desde la disolución de las Cortes fue calificada como “viernes sociales” (…). En el presente trabajo hacemos una valoración de las medidas de fomento del empleo recogidas esencialmente en el RD-Ley 8/2019, pero con referencia a las contempladas también en el RD-L 28/2018. El planteamiento de nuestro estudio pretende el análisis de tales actuaciones en el marco de los diversos instrumentos y planes en materia de empleo existentes en nuestro país y a partir de las recomendaciones comunitarias al respecto.
