Más adelante, se analiza cómo el desarrollo de esta política en la actualidad se encuentra entre garantizar la seguridad nacional y la seguridad pública. Por ello, es necesario tener una aproximación teórica del término seguridad y sus diversas acepciones y, al mismo tiempo, revisar las reglas en materia de seguridad.
