The fact that in Mexico there is no express limit against the constitutional reforms does not prevent that a responsibility of the State, can be generated and the obligation of the latter to compensate the damages caused arise.El respeto a los derechos humanos debe de estar presente en la actuación de cualquiera de los órganos del Estado; por ello, el órgano encargado de reformar el texto constitucional para adecuarlo a la realidad social tiene como uno de sus límites, la afectación de los derechos de los gobernados bajo pena de incurrir en responsabilidad.
