Sumario: The theme of the article is the foundation of modernity and its civilization project expanded to the world by colonization and globalization. The central goal is to analyze how the modern foundation founded a model of civilization through revolutions and how it came into crisis. Why are the crises of the modern foundation and of its civilizing project being interpreted only in the neoliberal reformist sense? Are there no other ways? The challenge of our time is to interpret the crisis of the modern foundation denouncing its unitary, universal and normative logic and proposing inclusive alternatives. The theoretical reference is the philosophical hermeneutics and the methodology is the hermeneutic phenomenology. The main conclusion is that the modern project has led to a technical civilization, in which technically (toyotism) organizes work, consumption and the city, forgetting its other promises of freedom and happiness. All neoliberal labor, social security, health, consumer and urban reforms indicate the predominance of technical civilization
