We argue that the regional cooperation arrangement established through Unasur remains volatile to governmental efforts and incentives.O arrefecimento do diálogo intergoverna­mental nos espaços de concertação política da Unasul, e em específico em seu CDS, podem ser interpretados como um desafio às análises mais otimistas quanto às possibilidades de cooperação na América do Sul. No presente texto, analisamos o processo mais recente de esvaziamento do CDS da Unasul a partir do marco teórico dos estudos de integração regio­nal e do instrumento analítico dos Complexos Regionais de Segurança.
