The National Electoral Institute (INE) has the power to organize the elections, together with local bodies, but it has gone over its power boundaries by ordering, even to the state legislatures, modifications to the norms framework to implement their decisions. In this case, the analysis is about the process of formation of the National Electoral Professional Service (SPEN) where INE established timelines and criteria to modify the state norms posing tensions with the federal model and the system of division of powersLa reforma electoral de 2014 en México modificó la estructura del sistema electoral en términos de sus capacidades organizacionales.
