Summary: Speaking of the Administration, Procuration and Impartition of Justice, leads us to different perspectives of analysis, which identify a series of problems that affect a central point, the lack of credibility and legitimacy in legal operators. The Mixed Inquisitorial Criminal System, was characterized by delays, delays in the resolution of cases, lack of legal predictability, corruption, impunity, inefficiency and dependence on the enforcement of justice with the executive generating distrust, through resolutions lacking impartiality and excessive formality in procedures. The Constitutional Penal Reform of June 18, 2008, means an epistemological rupture with respect to the Inquisitorial-Mixed Criminal System, which develops throughout the length and breadth of the Mexican Republic, requires observing and putting into practice the Principle of Procedural Advertising as a structural guarantee for the impartial, objective, effective and efficient development of the Administration, Procuration and Impartition of Justice in the Mexican State.
