One of the objetives of the new law is that the minor procurement be used to meet extraordinary and not reiterted needs, because that was the purpose for which the minor procurement was created. To do this, the new law establishes new requirements to use the minor procurement, whose consequence after several months of application of the new law has been the reduction of minor procurement
