Summary: Spanish Law of Contracting for the Public Sector, Law 9/2017, along its extensive articles establishes a differentiated juridical system according to the juridical nature of the different entities of the public sector. The regulation of the contracts concluded by the entities that do not have the status of public administration are contained in its Third Book, referred to both contracting authorities (PANAP) and not contracting authorities. This book contains the rules concerning the preparation, adjudication, effects, modification and extinction of these contracts, but with different nuances, inaccuracies or gaps that have originated an authentic wide-ranging debate within the Administrative doctrine, public entities, as well as professionals or experts in the field of public procurement.
