An answer that has meant, on the one hand, the bankruptcy of the democratic values of a system of rights -violence has been responded to with violence- and on the other, more and more criminal law. However, neither has been able to end terrorism or to re-constructive the victims. The appearance of a restorative perspective, of mediation and restorative meetings, tested in some projects, allows hope for justice, an integratived justice, which seeks social and personal reconstruction, a transition from war to peace. This requires a lot of effort, political will and huge doses of generosity.O terror, a violência e a desolação causados pelo terrorismo encontraram uma resposta repressiva pelo Estado. Uma resposta que supôs, por um lado, a quebra dos valores democráticos de um sistema de direitos -enfrentou-se a violência com violência- e por outro lado, mais e mais Direito Penal. No entanto, nem uma nem outra serviram para acabar com o terrorismo nem para re-construir as vítimas. O aparecimento de um olhar restaurador, da mediação e os encontros restauradores, testados em alguns projetos, permite acalentar a esperança na Justiça, uma Justiça integradora, que busca a reconstrução social e pessoal, uma passagem da guerra à paz. Para isso é preciso muito esforço, vontade política e grandes doses de generosidade.El terror, la violencia y la desolación causados por el terrorismo han encontrado una respuesta represiva por parte del Estado. Una respuesta que ha supuesto, por un lado, la quiebra de los valores democráticos de un sistema de derechos –se ha respondido a la violencia con violencia- y por otro, más y más derecho penal. Sin embargo, ni la una ni la otra han servido para acabar con el terrorismo ni para re-construir a las víctimas. La aparición de una mirada restaurativa, de la mediación y los encuentros restaurativos, testados en algunos proyectos, permite albergar esperanza en la justicia, una justicia integradora que busca la reconstrucción social y personal, un tránsito de la guerra a la paz.
