Summary: The recommendations of the European Union in relation to the implementation of multilevel governance imply the effective implementation of techniques in development of the principles of collaboration, cooperation and coordination, not only between Public Administrations, but between them and society. Our legal system provides instruments in this sense. However, in the specific field of the implementation of state sectorial policies with special incidence in the territory, the organic tools designed are not enough, being the existing ones very diverse configuration and scope. The paper analyzes three models designed in sectoral legislation (ports, airports and hydraulic works). The requirements that must be observed to safeguard the competences of the territorial entities involved are not clear either. However, it seems necessary, from the perspective of the due territorial —and social— cohesion, the implementation of this type of organic tools, and at different territorial levels. It would ensure both vertical and horizontal participation, coherence, effectiveness and co-responsibility.
