Prior to the implementation,validity and continuity of the PDSD, despite the approval of a significant sectorof the Colombian population, serious doubts were raised regarding its character,configuration, effectiveness, and the results obtained in terms of protection ofhuman rights, generating a whole debate around the extrajudicial executions, theforced displacement, the forced disappearance, the tortures, the massacres, amongothers; all of which leads us to question whether the PDSD really corresponds tothe ESD model established in the Political Constitution of 1991. On the other hand, we consider that the PDSD responds to a restricted concept of security coinedwithin the framework of the global fight against terrorism, which is no more thanan expanded version of the doctrine of national security, which is outside the notionof multidimensional security that must necessarily be derived from the configurationof the ESD in the Political Constitution of 1991. However, the only possibleconcept of security status is that which is due to citizens in terms of rights andrisks that following a security concept different manifestations of power contraryto democracy are hidden, as has been concluded. Consequently, this article intendsto carry out an introductory analysis on the main aspects of the PDSD, and itsrelationship with the ESD –assuming that the fundamental pillar of this model ofState is the realization, validity and protection of fundamental rights–, that allows usan approach to what historically has been the violence and the recurrent responsesof the public authority, identifying the common elements in matters of securityand public order and the result of its application. To achieve this, the qualitativemethod has been used, making a documentary analysis of various texts related tothe history of the country, the analysis of security policies, violence, reports, amongothers; likewise, the rights management approach has been taken into account asa way to make the judgment based on its effective realization.

Previo a la implementación, vigencia ycontinuidad de la PDSD y pese al beneplácito de un sector importante de la poblacióncolombiana, se suscitaron serias dudas con respecto a su carácter, configuración,eficacia y a los resultados obtenidos en materia de protección a los derechoshumanos, generando todo un debate alrededor de las ejecuciones extrajudiciales,el desplazamiento forzado, la desaparición forzada, las torturas y las masacres,entre otros; todo lo cual nos conduce a interrogarnos sobre si la PDSD realmentecorresponde al modelo de ESD establecido en la Constitución Política de 1991.Por otra parte, consideramos que la PDSD responde a un concepto restringido deseguridad acuñado en el marco de la lucha global contra el terrorismo, el cual noes más que una versión ampliada de la doctrina de seguridad nacional, lo cual estáal margen de la noción de seguridad multidimensional que necesariamente debe desprenderse de la configuración del ESD en la Constitución Política de 1991. Sinembargo, el único concepto posible de estado de seguridad es la que se debe a losciudadanos en materia de derechos y los riesgos que tras un concepto de seguridaddiferente se escondan unas manifestaciones de poder contrarias a la democracia,tal y como se ha concluido. En consecuencia, este artículo pretende realizar unanálisis introductorio sobre los principales aspectos de la PDSD y su relación conel ESD –dando por entendido que el pilar fundamental de este modelo de Estadolo constituyen la realización, vigencia y protección de los derechos fundamentales–que nos permita un acercamiento a lo que históricamente ha sido la violencia y lasrespuestas recurrentes de la autoridad pública, identificando los elementos comunesen materia de seguridad y orden público y el resultado de su aplicación.
