The present work seeks to present new perspectives of cooperation in infrastructure for the logistical development of freight transport in the Southern Cone, focusing on air cargo transportation. We start from an interpretation that considers Brazil as a possible leader and, therefore, responsible for a cooperation project in the selected macro-region. Therefore, our understanding stems from the Brazilian reality in relation to the other actors involved. The choice to emphasize the air cargo transportation is justified by the fact that it is a strategic model for its efficiency and agility, resulting in increased competitiveness in several productive sectors of the countries that are part of the selected macro-region. The role of the Public-Private Partnership is to make possible the high investments that such logistics demand, since it is expensive and often impracticable for governments to finance certain types of large projects on their own. The contribution of this study is to highlight the importance of the Public-Private Partnership, a theme that should be better explored not only by the field of International Relations, but also by international relations and the regional cooperation agenda between governments and other civil society actors.

Partimos de uma interpretação que considera o Brasil como possível líder e, logo, responsável por um projeto de cooperação na macrorregião selecionada. Portanto, nosso entendimento decorre a partir da realidade brasileira em relação aos demais atores envolvidos. A escolha de enfatizar o transporte de carga aérea é justificada pelo fato de ser um modal estratégico pela sua eficiência e agilidade, acarretando no aumento da competitividade em diversos setores produtivos dos países que fazem parte da macrorregião selecionada. O papel da Parceria Público-Privada é o de possibilitar os elevados investimentos que tal logística demanda, uma vez que é dispendiosa e muitas vezes inviável para os governos financiarem sozinhos determinados tipos de projetos de grande porte.
