Summary: The importance of water is a peremptory affirmation that every human being can notice, getting not only scientific but also historical support that increases its value to humanity. This premise, must be present in each of the activities made by man and which this resource is affected in one way or another. However, nowadays this abiotic natural element has been largely discussed and ruled by regulations for the protection of water. But, these rules application is questionable as the statistics show still strong and growing pollution and scarcity of this resource, that can be studied specifically, for that reason we investigated the participation of Puerto Boyacá community in the regulation of the use of the “La Velásquez” stream with the purpose of: i) Show the legal mechanisms created for citizen participation in the protection and management of natural resources ii) analyze the relevance of the land management plans to protect natural resources, and finally, iii) establishing the hydrographic importance of this stream in the region, but especially in this town and the participation of this community in its management. These objectives were achieved through the bibliographic review and corresponding case study, which showed deficiency in the implementation of the principle of environmental participation of this community.
