The study presented tries to reflect the advantages and disadvantages of the procedure for granting the so-called minimum income, guaranteed income or basic social salary, terminology that depends on the Autonomous Community (CCAA) in question. The treatment and methodology that will be used is the approach of problems resulting from the procedure and the comparative analysis between the different autonomous communities. It is not intended to make an exhaustive picture of similarities or detailed differences of each territory but to offer a practical and global vision of this matter. In this way, the different regulatory aspects of these incomes can be appreciated, according to the CCAA where they are requested and processed and, above all, the different coverage of protection against economic needs and social exclusion that may arise may be revealed. In line with the above, the most noteworthy is the inequality, sometimes very striking, between “poor” and “rich” CCAA according to their available budgets, which is reflected in the granting of aid. This supports the claim that we are facing real inequality between territories

This supports the claim that we are facing real inequality between territoriesEl estudio que se presenta trata de reflejar las ventajas e inconvenientes del procedimiento de concesión de las llamadas rentas mínimas, rentas garantizadas o salario social básico, terminología que depende de cada Comunidad Autónoma (CCAA). El tratamiento y metodología se centrará en los problemas que resultan del procedimiento y en el análisis comparativo, sin pretender por ello un cuadro exhaustivo de semejanzas o diferencias detallado de cada territorio, sino ofrecer una visión práctica y global de esta materia. De esta forma se podrán apreciar los diferentes aspectos regulatorios de estas rentas, según la CCAA donde se soliciten y tramiten y, sobre todo, se pondrá de manifiesto la diferente cobertura de protección. En consonancia con lo anterior, lo más destacable es la desigualdad, a veces muy llamativa, entre CCAA ¿pobres¿ y ¿ricas¿ en función de sus presupuestos disponibles, lo que se refleja en los trámites de los expedientes y su resolución. Aquellas CCAA que disponen de una mayor solvencia económica proporcionan una mayor posibilidad de acceder a prestaciones de carácter multidimensional que dan cobertura a las necesidades mínimas de la persona o unidad familiar. En contraste con aquellas se encuentran las que, teniendo un presupuesto ajustado o deficitario, aunque concedan la protección, después no la pueden satisfacer por falta de presupuesto; o si la ofrecen, lo hacen hasta que se agote el crédito presupuestario previsto para estas ayudas, que normalmente no tienen el necesario carácter transversal sino, de mero auxilio económico.
