Disasters constitute nowadays one of the most relevant issues due to its large
number of victims and its harmful consequences. However, the international disaster
regulation contains considerable legal weaknesses and it is comprised eminently of
regional and municipal rules. Both Spain and The Philippines are affected by disasters,
albeit the latter constitutes the top State in number of death in Southeast Asia.
This paper aims to analyse the applicable normative framework in both States regarding
natural disasters, setting forth its main strengths and weaknesses. |
