To understand the governance of work in a country it is necessary to go back in the
history of it’s institutions, which contribute their own elements and allow us to propose a
more efficient future for governance. On existing institutions, it does not seem prudent to
adopt global solutions, nor less the elimination of the structures of state governance in Chile, because they have worked properly, even though they may be perfectible; and the erosions that the system exhibits in matters of collective bargaining and pension system relate to special and particular models. The scenario is different in regards of new problematics, as in the case of self-employed workers and migrant workers, in which there is an absence of state governance and are emerging in the globalized world, so that the comparative experience and technical support provided by agencies such as the ILO are fundamental. In the Chilean reality, social dialogue is still moderate, and in the present work some experiences of bipartisan social dialogue in collective bargaining are reported. In short, the question of labor governance does not have a single answer within a country like Chile and certainly will not have it in the world; however globalized we face it today.

Sobre las instituciones ya existentes no parece prudente la adopción de soluciones globales ni menos la eliminación de las estructuras de gobernanza estatal en Chile, porque han funcionado adecuadamente, aun cuando puedan ser perfectible; y las erosiones que el sistema exhibe en materia de negociación colectiva y sistema de pensiones dicen relación con modelos especiales y particulares. Distinto es el escenario tratándose de nuevas problemáticas, como es el caso de los trabajadores autónomos y los trabajadores migrantes, en que hay ausencia de gobernanza estatal y son asuntos que están surgiendo en el mundo globalizado, de modo tal que la experiencia comparada y el apoyo técnico que puedan brindar organismos como la OIT resultan fundamentales. En la realidad chilena el diálogo social aun es moderado, dándose cuenta en el presente trabajo de algunas experiencias de diálogo social bipartito en materia de negociación colectiva.
