Summary: The government of Rafael Correa in Ecuador (2007) marked the beginning of the transformation of the political and media landscape of the country; in communication, the Communications Law (2013) has been the main measure of the Correa government, but there has been by other significant actions. The first communication tool implemented Correa was “Enlace Ciudadano”, program accountability converted in electoral platform dispute. In this paper we analyze the evolution of Rafael Correa speech, through a comparison between the “Enlace Ciudadano” of 2011 (prior to the referendum before the adoption of the Communication Law) and those issued in 2015 (two years of the law). We define a number of variables that allow us to see how the relationship has evolved President Correa with the parties, citizens and media. Special emphasis will be placed on analyzing the “Enlace Ciudadano” from the media coverage of politics as an essential tool for thinking about governance contemporary Latin American perspective
