Summary: A new dimension in public management demands integrating governance tools to facilitate planning, management, and evaluation of public intervention; in parallel to a accountability process that may grant democratic governance. For these matters, the assessment of public policies remains essential. This report, which is documentary-descriptive, aims to diagnose the institutionalism of public policy assessment as a tool for democratic governance in Venezuela; heeding legal and theoretical framework in conformity with current Venezuelan substantive law. The findings showed that a financial administrative system of public sector may be covered by law in both constitutional legal framework and positive legal order; and they are relevant and consistent with legal norms embodied in international standards. It is therefore plausible to add it not only as an instrument aimed at improving public intervention in terms of efficiency and effectiveness, but also on its consolidation in Venezuela. Thus, the demanding task now is to transcend from regulatory framework to its implementation in public policies
