Se expone en primer lugar un panorama de la relación entre suelo rural y urbano, algunas particularidades de la ruralidad y el fenómeno del suelo rural en el marco de la disciplina urbanística, sus categorías jurídicas, las problemáticas y tensiones entre el nivel territorial y el nivel nacional en materia de ordenación de esta tipología de suelo.
