Summary: Cuba has not enacted a law regulating urban land uses and the scope of the interventions of the Public Administration in the land use planning field. The lack of regulation for local planning of urban land exposes a highly centralized administrative and economic model. In addition, public entities hold most of the economic resources in the country. This research aims to address the current Cuban system of urban planning from an interdisciplinary perspective which includes arguments from political science, economy and Urban Law. The findings of the study reveal a failure of the Cuban legal system in providing adequate regulation to public interventions in the urban land planning domain
