Summary: The planning and future of the cities is the great issue of public policies. However, urban concentrations of the country have grown under the dynamic of the economic development and short term benefits, generating problems that undermine welfare, the productivity of their inhabitants and the sustainability of their environment. Some of the most evident problems are the dispersed growth and the lack of connectivity between homes and businesses, unaffordable housing, pollution and water scarcity, limited instruments of public intervention inequality and social exclusion. This article offers a documented diagnosis of these issues and, as solution actions, proposes to build a comprehensive and rigorous planning system, which allows us to have the legal, institutional and administrative instruments that encourage and coordinate citizen efforts, that sanctions abuses and that through new technologies are shielded against discretion, opacity and corruption
