Summary: This document is the motive exposition for the Organical law Project of the social inssurance which, was introduced to be discussed in the National Assembly on November 2002. Owing to its importance, the Editor committee has decided to incorporate it, in this extraordinary number as a contribution to the discussion which is going on in Venezuela and the entire Latin America, concerning this theme. The document was elaborated for the Integral Social Development commission, by the technical advice commission, on the coordination of Carlos Eduardo Febres and the following experts participation: Dr. Alejandro Cardozo for the Housing and Habitat Team and Pensions (Dead); Dr.Absalón Méndez for the Pensions Team, Sociologist Pedro Sassone and Dr. Harald Haljeimer for the Employ Team, Licenciate Libertad Polanco for Actuarial Studies Team; Licentiate Vilma Hernández and Engineer Leopoldo Yanes for the Working Safeness and Health Team, Doctors Edgar Capriles and Mauricio Vegas for the Health Team and Licentiate José Contreras for the Office of economical Advice to the National Assembly. In its first part, the document, makes a revision of the Social inssurance´s conditions in Venezuela and its impact on the economical and social situation, with the reference of the occurred changes, on the last decades, in Latin America. And in the second part analyses the constitutional frame, acting as a support to the proposal which sustains the Law´s Project. The third part, develops the Severance Benefit´s Contents and the systematical vision of the Social inssurance proposal and in, the fourth and last part, develops economical impact of the Social inssurance System on, the State and different elements´s perspectives.
