However, this paper aims at focusing on an ex ante perspective too: what does the proper performance of a public «responsibility» require?Este trabajo analiza el concepto de responsabilidad en el desempeño de funciones públicas. Los análisis jurídicos en este ámbito suelen realizarse desde una perspectiva ex post de la responsabilidad: se preocupan por determinar cuándo un servidor público puede ser sancionado, o cuándo puede exigírsele que se haga cargo de la indemnización o reparación de determinados daños.
