This article analyzes the divergence between, on the one hand, the state’s obligation to safeguard the rights of indigenous peoples and, on the other, defend national security. Thus, reference is made to the (inter)nationally recognized indigenous right to self-determination, as well as to norms and practices that regulate military activities in ancestral territories. It is argued that the alternative generally proposed to the absolute primacy of national security is a healthy balance between the aforementioned state obligations. However, what does this mean for indigenous autonomy? Has it always been conceived as “indefinitely limited” by security concerns, or could it be that in the name of national security only a certain type of indigenous autonomy can be recognized: a defenceless autonomy.

Portanto, é feita referência ao direito à autonomia indígena reconhecido a nível (inter)nacional, assim como às normas e práticas que regulam as atividades militares em territórios ancestrais. Argumenta-se que a alternativa geralmente proposta à primazia absoluta da seguridade nacional é o bom balanço entre os referidos deveres estatais. Porém, o que implica isso para a autonomia indígena? Esta sempre foi concebida como “indefinidamente limitada” pela seguridade nacional, ou será que em nome de dita seguridade só se pode reconhecer certo tipo de autonomia indígena: uma autonomia indefesa.En este artículo se analiza la divergencia entre, por un lado, el deber estatal de salvaguardar los derechos de los pueblos indígenas y, por otro lado, defender la seguridad nacional. Por tanto, se hace referencia al derecho a la autonomía indígena reconocido a nivel (inter)nacional, así como a las normas y prácticas que regulan las actividades militares en territorios ancestrales. Se argumenta que la alternativa generalmente propuesta a la primacía absoluta de la seguridad nacional es el buen balance entre los referidos deberes estatales. Sin embargo, ¿qué implica eso para la autonomía indígena?
