Disorder and disintegration directly caused the birth and increasing of terrorists attacks, war - lords busin esses and piracy. In 2008 the strength of pirate activities caused huge losses to the region and world trade. Different states and international organization have intervened in Somalia since 1990 with more or less success. Accurately, the European Union de cided to act directly in Somalia in order to stop piracy and stabilize the Horn of Africa, all within his Common Foreign and Security Policy. In this framework the European Union launched its first naval military mission: Navfor Atalanta. In the same way t hey were launched two more missions but with different objectives and structures: EUTM Somalia in 2010 and EUCAP Néstor - Somalia in 2012La nueva situación internacional que surgió tras la Guerra Fría gen eró un gran impacto en el África Subsahariana, especialmente en Somalia. Desde que Siad Barre abandonara el poder en 1991, este país se convirtió en el mayor exponente de “Estado fallido”. En esta situación de desintegración y desorden en el país, se produ jo el caldo de cultivo perfecto para el desarrollo de acciones terroristas, negocios de los señores de la guerra y la piratería. En 2008, se pondrá en evidencia la pujanza de las actividades piratas y el peligro que suponía para la región y el comercio mu ndial. Diferentes actores internacionales intervinieron en el país desde la década de 1990 con mayor o menor éxito. Precisamente, la Unión Europea se decidió a intervenir en ese año para poner freno a la piratería y tratar de estabilizar el país del Cuerno de África, todo ello dentro de su Política Exterior de Seguridad Común. En este marco se decidirá a lanzar su primera misión militar naval: Navfor Atalanta .
