The starting point, the popular discourse on e-democracy, presupposes that the development of online participatory processes in decision-making generates positive effects that automatically enhance the democratic quality of the system. But this approach provides us with a very limited perspective to think about ICT impact on our democracies. This evaluation should be undertaken from a more complex perspective; one that encompasses the multiple interactions between citizen participation processes, organizations and institutions, which is ultimately rooted in a specific model of democracy.En este trabajo se exploran las visiones sobre la democracia presentes en las evaluaciones que se están haciendo sobre el impacto de las TIC en nuestros sistemas políticos, así como en las estrategias institucionales propuestas para mejorar su carácter democrático. El punto de partida es el análisis del popular discurso de la democracia digital (e-democracy), que presupone que la puesta en marcha de procesos participativos en línea incorporados a la toma de decisiones institucionales genera efectos positivos que, de manera automática, mejoran la calidad democrática del sistema. Sin embargo, este discurso nos proporciona un enfoque demasiado limitado para determinar el verdadero impacto que las TIC están teniendo en nuestras democracias.
