Summary: This paper examines the elements of governance content in the Chilean Water Law since its origin, reviewing in particular the regulation of the water user associations, in times where the con- !icts have been increasing because of the climate change, drought conditions and overexploitation of water resources, so it is imperative to look for a regulation that includes management systems that reconciles the various interests that converge around the use of water in a same basin or watershed. According to this paper, for getting good governance, it is required that new actors should be included in the decision-making around water management.
