How do government institutions organize the information they produce on a daily basis? This paper presents evidence about public records management in Mexico. The data employed comes from interviews to personnel in charge of governmental archives from the federal, state and municipal levels; and also from the executive, legislative and judicial branches of government. The analysis shows that government institutions bareley use technical criteria for the management of governmental archives. This situation may explain the poor quality of the information government institutions provide, as well as the difficulties these institutions face to comply with transparency legislation. A poor management of governmental archives also impinges upon institutional accountability. The Mexican case is a call of attention to other Latin American countries that have passed transparency laws, but have not attended the management of governmental archives |
