Thus, the Republic of Colombia has wanted to encourage the development of such operations in the country, despite the fact that it does not have at present time a harmonious legal framework to regulate the activity and/or to proper coordinate the governmental agencies involved in the approval of such operations. This article presents an overview of the problems associated with offshore activities in the world and analyzes – from a critical perspective - the role of local authorities in authorizing said operations as well as the new regime of customs-free zones created in the country.La extracción de hidrocarburos costa afuera cada vez toma mayor importancia en el contexto del negocio del petróleo. Colombia ha querido entonces incentivar el desarrollo de este tipo de operaciones, a pesar de lo cual el país no cuenta en la actualidad con un marco normativo armónico que regule la actividad, así como facilite la coordinación de las entidades gubernamentales que intervienen en el trámite de autorización de la operación.
