Summary: The text deals with the implementation of infrastructure projects and development from 2013 energy reform in Mexico. From the case “Monterrey VI” the water project that will provide water to the competitive industrial city in northern Mexico with the confluence of public and private sector to address droughts in the city of nearly five million inhabitants is analyzed in historical perspective and / or sweet to explore new global mining water: the extraction of shale gas. In the past and present context, human rights show us the immediate future that unites them: the protection of the human person and his relationship with the environment. The research aims to show the parameters on which the viability of the projects and the impact that will bring for the respect and protection of human rights will be determined.
