The article aims to describe the ways in which policymakers frame the
problem of drugs use in Argentina. In order to operationalize the study of
frames with which policymakers think the issue of illegal drugs, I recover
a mixed content analysis methodology. First, I apply the qualitative
methodology called Critical Frame Analysis in order to build the
categories of the concept. Second, I recover a quantitative methodology
in order to identify the salience of each category. I describe four ways in
which policymakers frame the problem of drug use: as a security issue, as
public health issue, as a development or social health issue, and as an issue
that concerns the autonomy of individuals. While representatives of the
opposition enunciated a speech on drugs primarily associated with the
problem of drug trafficking and crime, interventions of representatives of
the governing party framed the issue not only as a criminal issue but also
as a problem of health |
